Russia reserves the right to use nuclear weapons in response to a conventional strike and sees them as a “great equalizer” reducing the likelihood of aggression, a senior Russian official said Wednesday.
While Russia amended its military doctrine years ago to allow for the possibility of using nuclear weapons first in retaliation to a non-nuclear attack, the statement by Deputy Prime Minister Dmitry Rogozin reflected Moscow’s concern about prospective U.S. conventional weapons.
Weapons that have been developed in the United States under the so-called “prompt global strike” program would be capable of striking targets anywhere in the world in as little as an hour with deadly precision. Russia, which has lagged far behind in developing such weapons, has described them as destabilizing.
Without naming the U.S., Rogozin told lawmakers in comments carried by Russian news agencies said that those who “experiment with non-nuclear strategic weapons” should remember that “if we come under attack, we will undoubtedly use nuclear weapons in certain situations to defend our territory and state interests.”
He said that it should discourage any potential aggressor.
“We have never underestimated the role of nuclear weapons … as a ‘great equalizer,'” Rogozin said.
Asked for reaction, an official at North Atlantic Treaty Organization headquarters in Brussels said, “NATO has stated repeatedly that it does not view Russia as an adversary. Last year at the Chicago Summit, NATO leaders reiterated their desire to see a true strategic partnership between NATO and Russia. NATO is committed to the principles laid out in the Founding Act of the NATO-Russia Council, and works productively with Russia across a range of issues of common concern.”
The Russian doctrine mirrors the American strategy during the Cold War, when the U.S. would not rule out using nuclear weapons first, because it feared it might have to do so in response to overwhelming conventional attack on western Europe by Soviet forces.
Rogozin said that Russia is working on developing its own version of the “prompt global strike” weapons, but wouldn’t give any details.
The U.S. plans included modifying some of the existing nuclear-armed missiles to carry conventional warheads as well as designing new vehicles capable of traveling at least five times the speed of sound.
Russian officials said that such U.S. weapons wouldn’t fall under any restrictions but would have combat efficiency comparable to nuclear weapons, and thus should be included in any prospective nuclear arms reduction talks.
Russian suspicions about the U.S. intentions have aggravated tensions caused by a dispute over the U.S.-led NATO missile defense program, which Moscow sees as a threat to its nuclear deterrent.
Russia has increasingly relied on nuclear weapons in its military strategy to compensate for a post-Soviet decline in its conventional forces. The nation’s military doctrine says it may use nuclear weapons to counter a nuclear attack on Russia or an ally, or a large-scale conventional attack that threatens Russia’s existence.
Rogozin’s comment comes a day after President Vladimir Putin pledged to continue an ambitious weapons modernization program and to expand Russia’s military presence in the Arctic region. Putin has pointed at the U.S. navy presence in the Arctic Ocean as one of the reasons behind the buildup, saying that Russia is concerned because it takes U.S. missiles just 15 to 16 minutes to reach Moscow from a submarine in the Barents Sea region.
The statements reflected the current strain in Russian-U.S. relations, which have been hurt by disputes over the U.S.-led missile shield, Russia’s human rights record and, most recently, differences over Ukraine.

Japanese Prime Minister Shinzo Abe’s cabinet approved on Thursday a $53 billion extra budget for the current fiscal year to fund stimulus steps announced last week aimed at offsetting the blow from a planned increase in the national sales tax.
The size of the supplementary budget comes to 5.46 trillion yen ($53.3 billion), following a 13.1 trillion yen extra budget compiled in January to stimulate the economy, according to the Ministry of Finance.
The latest budget will bring government spending for fiscal 2013/14, which ends in March, to about 98.1 trillion yen.
That compares with 100.5 trillion yen earmarked the year before, suggesting that Japan’s spending remains expansionary. It underlines the need for Abe to strike a balance between boosting near-term growth and reining in a huge public debt.
The focus will now shift to a draft annual budget for the next fiscal year from April, to be compiled later this month.
Abe’s government could face stiff resistance against spending cuts, with budget requests from ministries totaling a record 99.3 trillion yen for fiscal 2014/15.
The government does not need to issue additional new bonds to fund the latest extra budget, as it scrapes together revenue such as bigger-than-expected tax receipts in the current year.
Last week the cabinet approved an 18.6 trillion yen stimulus package, including 5.5 trillion yen in government spending, to bolster the economy ahead of the sales tax hike in April.
Tokyo plans to raise the sales tax in April to 8 percent from the current 5 percent, and to 10 percent in October 2015, to pay for ballooning social security costs in a fast-ageing society.
To ease the pain of the tax hike for low-income households, Japan’s ruling coalition agreed on Thursday to introduce a lower sales tax on daily necessities when the tax is at 10 percent.
The ruling bloc, in their annual tax code revision for fiscal 2014/15, also agreed to raise the light vehicle tax by 50 percent to 10,800 yen a year from April 2015, while cutting the car acquisition tax in April 2014 when the sales tax is raised.
The stimulus package includes steps to boost industrial competitiveness, support households, accelerate rebuilding from the March 2011 earthquake and tsunami, and build infrastructure for the 2020 Tokyo Olympics.

Thierry Conus explained how magnetism had been dealt with previously, including inner cases designed to limit the effect of magnetism. He pointed out the limitations of the approach including the facts they couldn’t handle the challenge of the increased strength of permanent magnets and that, from an aesthetic standpoint, they block the view of the movement. He then showed a short film showing how a conventional mechanical watch exposed to high levels of magnetism stopped immediately and dramatically lost its accuracy. The OMEGA prototype was subjected to even higher levels of magnetism (15,000 gauss) and continued to perform. Testing showed that the watch was as accurate after its magnetic exposure as it had been before.
A live demonstration was then made that offered compelling and conclusive evidence that OMEGA’s new >15,000 gauss movement is a landmark development in watchmaking.
OMEGA expects to present the technology at the Baselworld trade fair in April. The new movement, the OMEGA Co-Axial calibre 8508, should be introduced to the market in 2013.

A whopper of an asteroid is headed our way. A giant asteroid named Aasteroid 4179 Toutatis Towards Earth will make a flyby of Earth over the next few days, and armchair astronomers can watch the action live on their computers.The near-Earth asteroid 4179 Toutatis, which is about 3 miles (5 kilometers) wide, will zoom within 4.3 million miles (7 million kilometers) of Earth during its closest approach early Wednesday morning (Dec. 12). That’s too far away to pose any impact threat on this pass, but close enough to put on a pretty good show through top-notch telescopes, researchers say.
And some of those scopes will be tracking Toutatis’ movements for the benefit of skywatchers around the world. The online SloohSpace Camera and Virtual Telescope Project, for example, will both stream live, free footage of theasteroid from professional-quality observatories.
Slooh will webcast Toutatis views from a scope in the Canary Islands off the west coast of Africa beginning at 3 p.m. EST (2000 GMT) today (Dec. 11). Another show will follow at 10 p.m. EST tonight (0300 GMT Wednesday), with footage from an instrument in Arizona. You can watch them at Slooh’s website: www.slooh.com.

“Slooh technical staff will let the public follow this fast-moving asteroid in two different ways. In one view, the background stars will be tracked at their own rate and the asteroid will appear as an obvious streak or a moving time-lapse dot across the starry field,” Berman said in a statement.
“In a second view, Toutatis itself will be tracked and held steady as a tiny pointlike object, while Earth’s spin makes the background stars whiz by as streaks,” Berman added. “Both methods will make the asteroid’s speedy orbital motion obvious as it passes us in space.”
Meanwhile, the Virtual Telescope Project — which is run by Gianluca Masi of Bellatrix Astronomical Observatory in Italy — will offer its own free webcast Thursday (Dec. 13) at 3 p.m. EST (2000 GMT), complete with commentary from astrophysicists.

Asteroid Toutatis was first viewed in 1934, then officially discovered in 1989. It makes one trip around the sun every four years.
The Minor Planet Center in Cambridge, Mass., lists Toutatis as a potentially hazardous object, meaning that it could pose a threat to our planet at some point in the future. The current flyby is no cause for concern, however. At its closest approach, which comes at 1:40 a.m. (0640 GMT) Wednesday, Toutatis will still be 18 times farther away from Earth than the moon is.
Toutatis would cause catastrophic damage if it ever did slam into Earth. In general, scientists think a strike by anything at least 0.6 miles (1 km) wide could have global consequences, most likely by altering the world’s climate for many years to come. For comparison, the asteroid thought to have wiped out the dinosaurs 65 million years ago was an estimated 6 miles (10 km) across.

On November 7, the day after President Barack Obama was re-elected, the White House’s website received a petition asking the administration to allow Louisiana to secede.If 25,000 people sign the petition by December 7, it will “require a response” from the Obama administration, according to published rules of the White House’s online “We the People” program. The Louisiana petition has collected more than 12,300 signatures in four days.
A separate effort from Texas has 15,400 supporters.Similar petitions from 18 other states began arriving on November 9, bringing the total — for the moment — to 20. The White House website publicly displays petitions that have attracted at least 150 signers. “Michael E” from the New Orleans suburb of Slidell penned the initial proposal — the website doesn’t provide last names — in which he asked the Obama administration to “[p]eacefully grant the State of Louisiana to withdraw from the United States of America and create its own NEW government.”His entire petition consisted of excerpts from the Declaration of Independence.
“Governments are instituted among Men, deriving their just powers from the consent of the governed,” one portion read, “that whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or abolish it, and institute new Government.”“Micah H” from Arlington, Texas submitted the petition on behalf of the Lone Star State.“The US continues to suffer economic difficulties stemming from the federal government’s neglect to reform domestic and foreign spending,” he wrote.Texas, he added, “maintains a balanced budget and is the 15th largest economy in the world,” making it “practically feasible for Texas to withdraw from the union.”
What began as a pair of parallel stunts appears to have gathered steam. When a man smacked a fellow passenger in the head on a United Airlines flight to Ghana in 2011, the pilot, like a parent driving a car with feuding kids in the backseat, turned that plane around. But unlike your average parent, the pilot had the wherewithal to call up a few fighter jets as backup. The Air Force was summoned and two jets trailed the plane as it circled for half an hour, burning off fuel. The aggressive flyer, naturally, was removed from his flight once the plane touched down.
Here’s the most unbelievable part of this story: The whole brawl started when one passenger reclined his seat into the space of the guy behind him. Some travelers might even argue he deserved the smack.
Ignore the Request to Turn Off Electronic Devices
You’ve undoubtedly heard the notorious tale: Alec Baldwin was kicked off a flight for neglecting to pause his game of Words with Friends when the flight crew requested that passengers power down their devices. It’s important to note, however, that you likely won’t be removed from your flight if you simply forget that your device is turned on and your phone rings on the tarmac. It’s not that easy to get booted. But Baldwin seemed determined. He reportedly became aggressive and ignored repeated requests before the captain decided to leave the 30 Rock star behind.
Neglect Your Hygiene
You don’t have to wear a naughty T-shirt to offend fellow passengers. Simply skip the soap. A few years ago, a flyer did just that, and ended up on the wrong side of the boarding gate. According to ABC News, when passengers on an Air Canada Jazz flight to Montreal complained about a foul-smelling flyer, the malodorous man had to forfeit his flight before departure. A person on the flight told ABC News, “People were just mumbling and staring at him. The guy next to me said, ‘It’s brutal.'”
Drink Too Much
Visibly intoxicated passengers aren’t welcome on flights; most airline contracts of carriage contain clauses that specifically state this. US Airways’ contract, for example, states that the airline can refuse transport to passengers who “appear to be intoxicated or under the influence of drugs.”
Some people apparently missed the memo, like country singer John Rich (of Big & Rich), who was removed from a Southwest flight for being too drunk to fly, and an intoxicated Bahraini prince, who lost his seat on British Airways. (It’s safe to say that these airlines offer no special treatment for the rich and famous.)
Even if you appear drunk but are really sober, your ticket could be in jeopardy. In July, we reported on a sober woman who was removed from a Southwest flight because a gate agent thought she was intoxicated. After being booted, the women obtained a toxicology test from a hospital, and her blood alcohol level was less than 0.003. Nevertheless, she wasn’t permitted to board that initial flight.
